Economic policies on Slovenia’s road to the euro area

چکیده

On 1 January 2007, Slovenia was the first new EU member state to enter the euro area. Since June 2004, the Slovenian tolar participated in the exchange rate mechanism ERM-II with a central parity of 239.64 against the euro. This parity was also the conversion rate upon euro area accession. Applying a macroeconometric model of Slovenia, this paper analyses the macroeconomic effects of different conversion rates. These simulations are compared to a scenario with flexible exchange rates. The best results are obtained with the actual conversion rate. In addition, it is shown that the labour market performance can be significantly improved by cutting non-wage labour costs. # 2007 Elsevier B.V. All rights reserved. Optimal Exchange Rate and Fiscal Policies for Slovenia on its Way into the Euro Area

This paper analyzes the design of macroeconomic policies for Slovenia on its way into the Euro Area. We simulate different policy scenarios, distinguishing in particular between different exchange rate regimes. For this purpose, we use the model slopol4, a macroeconometric model for Slovenia. We determine ‘optimal’ exchange rate and fiscal policies for Slovenia as solutions of optimum control p...

Avoiding Another Crisis in the Euro Area: Public and Private Imbalances and National Policy Responses

Early critics of the euro’s design pointed to the disruptive potential — both political and economic — of country-specific shocks in a monetary union that is a far cry from an optimal currency area. The euro crisis has confirmed the risks associated with a ‘one-size-fits-all’ monetary policy, decentralized financial supervision, and inadequate fiscal backstops. This article examines how the act...

Addressing the rationality of ‘irrational’ European responses to the crisis: a political economy of the Euro area and the need for an alternative framework for economic policy

Although the analysis of the contemporary crisis in Europe has many different aspects, this paper will limit its scope to the issue of economic policy. The euro is not just a currency − it is a mechanism. Its introduction has established a particular form of symbiosis among different capitalist economies. The project of euro must be grasped in systemic terms: this mechanism amounts to a particu...

Inflation Zone Targeting

We study optimal monetary policy design in a simple model that deviates from the linear-quadratic paradigm and provides a rationale for the practice of inflation zone targeting. We show that the presence of either zone-quadratic preferences or a zonelinear relationship between inflation and economic activity provides strong incentives to deviate from conventional linear policies. We calibrate t...
